If this is in an government or school setting, they might have the same kind of crap we have.
(I'm an IT-guy at an high-school.)

Thing is, the system is set up at the IT HQ of the county in which I am employed.
They lock everything down, and doesn't give out any passwords regarding network etc.

We do have an "Trayvon, skittles lover, white people hater-escqe" account we can use to fix some errors, but it is fakakkin rediculus how many times we gotta write that **** ... username-password

We could log on to the computer with that user and try to fix it too, but in most cases that doesn't go well.
Most of the programs are installed in a non-standard way, making the probability-rate of that helping very low.

Then, there is time.
Many of the problems happening on a computer whit this type of setup, takes waay longer to find and sort out.
At our school, we are 3 people at IT, 2 of us work with student PCs.. (the apprentice and me). We have 1200+ machines to support and service so if time is a factor here (it is trust me), then the only sane thing is to "WHIPE"

GEEK SQUAD? this is how they do, they talk to you like your a retard when you bring in a compunder warranty for bad hard ware. umm let me just wipe it... HEY ********* the ******* cd drive is grinding are you ******* retarded? actual conversation with geek squad. Called corporate and received a new replacement instead of a repair. they removed norton and installed free and all the adware/demos for my tech challenged grandmaw for the nice little fee of $75!! they convinced her that her computer would not work right if the didn't optimize it! needless to say got our money back from those bastards.

Step 1: restart computer.
Step 2: press F8 before it boots up, and select "Restart in safe mode"
Step 3: Run system restore.
I got rid of 6 Trojans/viruses this way.

He's probably wiping a lot because it's an easy fix for software related issues such as viruses. The guy must have the re-install disks need to put windows, drivers, and programs back onto the computers, making wiping an easier solution than spending an hour or so to trap and remove a virus. Wiping the hard drive and putting on a fresh re-install will also tend to make computers faster depending on how much crap was on there before.

I actually do spend the time doing that for my own stuff for similar reasons. There are often better solutions to wiping, but the attraction to wiping is that it's an almost 100% guarantee that the problem will be gone. OP's tech guy probably has a dozen or so laptops to work on at once and knows that wiping will solve the problem as long as it's software related.

In a day i have a good 40-50 in a school of tech retards and i have never wiped them once i agree that if he does have that much it can be hard but while one thing is working work on the next.

At my school i am the tech person and i get called out of class for bout 2 hrs a day to fix peoples things and wiping is a last ditch effort. There are many other retards like that at our school that have wiped a teachers hard-drive because the internet cable was unplugged. Anyway it is pretty cool i now have a special relationship with all the teachers and get to get out of class whenever i like because i fix their **** all the time.

Also i have 100's of stories of this here's one for you
So there was this super bitchy teacher that was always frustrated and angry. She complained in class that it was so slow it took 10 minutes to open a browser so i offerd to fix it. She declined but after about a week she gave in. Within 20 minutes i had her computer running smooth as can be with no lag or anything. Then on in class she was never bitchy i wondered why but i forgot it. Then i found out teachers have to enter in grades online and her computer was so bad she couldn't and parents were getting pissed at her. I always had a good grade in that class and everyone had a great time and acted like we were all friends including our teacher.
