That is the Accuracy International Arctic warfare super magnum, chambered in the specialized .308 cartridge, this rifle is designed to work extremely well in arctic conditions with its specially designed bolt to keep the lubricant from freezing. although tough, this rifles cartridge is made to keep a high penetrating power without sacrificing accuracy. This weapon is used mainly by the british military, as well as many different special operations forces around the world. (my words)

The AWM is part of a series of similar weapons. You can only identify it by tiny grooves cut into the bolt, and an enlarged trigger guard.
Maybe I'm wrong, but the trigger guard in OP's picture looks too small for the AWM. It's also painted in a lighter colour more suited to desert terrain, which makes me think that this is the version designated as the L96, rather than the L115 ARCTIC Warfare Magnum.
