Swiper the Fox is the most ******* pathetic villian ever. He can be stopped by small children telling him not to steal anything, I mean, with most criminals, you've gotta set off an alarm or some **** like that. Along with that is the fact that the few things he CAN get his hands on, he doesn't even actually keep he steals dora's cookie and just tosses it right behind her and then says ha! now you'll never find it! HE ******* SUCKS

Good guys have a chance to kill the bad guys:
25% of the time: Kill them
75% of the time: It's not right. I can't kill them. Put this guy in jail.

In their defense..

A lot of (comic book bad guys anyway) have egos, they want to break heroes mentally, not just kill them. They want to impose their will, like a rapist or a torture-killer. They want the hero to know that there isn't a single god damned thing they can do to stop them, and they want to have the hero see the outcome of what they failed to stop.

In 'Old Man Logan' (an alternate timeline story about Wolverine) the villains break him on the inside, and force him to live with what he caused/couldn't prevent. Mysterio (a Spiderman bad guy who basically ***** with your mind) made Wolverine think the rest of the X-men were various bad guys attacking the X-men's school, so Wolverine went berserker and ripped the X-men to pieces. And when he killed Jubilee (basically a 'daughter he never had') Mysterio turned the illusion off and Wolverine realzed what he did, and basically became an introvert, and let the villains run the world because of what he had done/hadn't done. -- Good story btw if you wanted to check it out.

So basically it's a sick obsession and craving for power and dominance that is the reason for this. Obviously it's still stupid, but that character trait does exist. It's more unlikey that the hero stops the 'plan' because of the talking than it is for the bad guy to talk.
