See here, the "saved" reaction images are a way to inform the person who posted the image/gif that you enjoyed what they posted enough to save it as you feel you will have use for it in future as well. It is not to inform anyone that your reaction folder has increased by one item, as my reaction folder increases by several items regularly and I certainly don't always post "saved" reactions when I save something. It's simply a compliment tot eh poster of the now-saved image.
