I'm not sure but I have seen a video where someone covered little dots of water with some powder that made it hydrophibic. So two of them wouldnt fuse into one and it was really hard to split one. They were like little bouncy balls :3

Maybe this was done here too just on a larger scale? (If that is even possible to do)

If said powder made the water hydrophobic (Which it probably didn't), then you would have to assume that the powder itself is hydrophobic. In other words, the powder didn't make the water hydrophobic;that would be impossible. It simply coated the water in a hydrophobic lining, making it like a bubble with a shell that repels water, causing it to stay in a spherical form.

Like the above comment said, hydrophobic water would just instantaneously bust into a poisonous H2 and oxygen gas.
