I'm not 100% certain, but I'm fairly sure this can be the result of silt or exceptionally small particles of sand or dirt coagulating small bodies of water into jelly sand. I used to play with the stuff when I was younger and lived in Florida. It wasn't uncommon around bogs, swamps, or marsh areas.

Looks like it's just a non-Newtonian liquid, very similar to a mix of cornstarch in water, meaning it can act as a liquid in normal circumstances and as a solid when it undergoes any sort of inconstant force.
