Not necessarily. Capture the frames around the moving areas, then overlay them of a still of the original image.

Ah. Hate to be a pain, but do you know of a good place to learn how to do this with Photoshop? I can google it if you don't, but I'd figure I'd ask.

I've never actually gone through the process, so I couldn't really give you specifics. What I suggest is taking the gif in question, go through each frame and cut out the moving parts carefully, then reassemble the individually cut frames into gif form. Then take the new moving parts and overlay them on top of the original image.
