For anyone looking for an explanation, the staff actually goes into the mat and has a weighted base. It looks like he's just holding onto the top, but it actually goes up through his robes and he's sitting on an attached chair. The gust is coming from that weird thingy just below him.

See I knew the explanation too, but it doesn't fit because he was walking around with the staff before and after the presentation, the way to do it forces you to do minutes of preparation beforehand to plant the staff in the ground. So I think he had a modified, better version than the one everyone uses.
