prisons provide lots of jobs and business for many companies like laundrettes, maintenance contractors, food suppliers ect. most the money spent on prisons goes back into the economy.

Considering it's the same amount of water being circulated by a pump (I mean come on us humans aren't completely retarded to just let that water fall to the floor without being collected and pumped back around), I don't think it's such a significant amount.

Well, if the reservoir is a closed system, not collecting directly from rain water and not collecting unless the water release system is activated, then the water cycle is moot.

evaporated water is not wasted since it goes back into clouds. besides, who said the water they are using probably isn't drinkable without filtering anyway.
