Going through the loop would keep him grounded...but if they were going over a hall he would smash into the ceiling.

Just learned this lesson in physics that the seatbelt isnt to keep you from failing out of a loop, its to keep you flying out when going over the hill.

That's the two logical possibilities, yes.
Think of a plane in flight, if it does a full "Barrel roll" (That's not the proper term for it but that's what starfox calls it), any passengers not in their seat will probably get ****** up

I am studying to be a civil engineer, and it does not cost as much as you think. But the 4 cords securing the track would never be enough in real life.

You're probably right that it's a lot cheaper than I thin(it's not my engineering branche), but finding a sponsor for this would not be easy, plus, a train is very expensive, especially when it needs to go really fast.
