Still illegal, if your in the car with your keys or a way to start the car (by yourself) you can be charged.

A drunk man was once woken in his car, tested and charged for drunk driving :l

They usually teach this in drivers Ed.

I think that's because you live in Canada. I live in California and you can have your keys with you, just not in the ignition, which by state law is "Intent to operate a motor vehicle"

the douche bag, that INSTEAD of asking him if he has a friend around or if he has money for a cab, throws away that guys keys that will cost him money for getting another key, and getting his car towed, maybe with a ticket...
