Actually, that looks like a boat, not a ship. (Yes, there's a difference.) So it's just called the wheelhouse.

There are a few smaller differences, but the main thing is size. If you look up pictures of ships you'll see the difference between them and the vessel in the gif. If I had to guess, it looks like an offshore boat of some sort. if you look up Offshore Supply Vessels, those are the largest vessels I know of that are still considered boats.
