Because they are just trying to do their ******* job.
I mean, **** man, it's something to put food on the table for your family then one day someone kills you over it.

It's like ONLY going after people with THAT specific job title. Rather than just killing people, you seek people who have a specific job and kill them.

It really depends if they are on duty or not.
If not then well you still killed someone.
If so then, well, it does make it look like you have a grudge against people doing their job.

Not only are you taking a human life, but you're also killing part of the Justice System and hindering it's ability to apprehend you, and stop you from harming others (whether they be Police Officers, citizens, etc.)
