i think i know whats happening here.
whoever took the pictures started very far away from the concrete block, but zoomed their camera in all the way. Then they progressively moved toward the block, but zoomed out at the same time, so it appeared like the concrete block was staying the same size. that also accounts for the perspective change.

That is not an optical illusion. That is a camera trick used by film makers. You move the camera forward while zooming out and move the camera backward while zooming in.

The zooming out while not actually zooming out thing is called the "Hitchcock." It's a film technique Alfred Hitchcock invented. It's especially prominent in his film "Vertigo." The trick is making it look like the background is moving. Moving the camera slowly while keeping the subject in frame.
