Whenever you place a portal on a stationary surface and it begins moving, the portal dissapears. Yet if you put it on a moving surface, the portal stays. I take it that when you paint the portal on a surface, it will remain there until a change in the relative velocity occurs.

it cant be put on moving surfaces like a tredmil or something of the sort. but if its attactched to something else that is making it move its fine. or in this case gravity is making it move

Yes they can. In Portal 2 you place portals on moving tiles and use a lazer to destroy some pipes to the neurotoxin machine.

Portals cannot stay on a surface which has a changing velocity. The moving platforms in portal 2 stay at the same speed the entire time.

You raise a good point, however the velocity of the moon does not change at any point in time, unless the gravitational pull of the Earth suddenly **** it's pants and had to go the the bathroom for a while, leaving Earth gravity-less.
