I don't have any fat, but no muscle either.

It's hard for me to do push-ups. I can only do a few at a time.

What should I do to get stronger and build muscle?

Heavy weight low reps, meaning do like sets of 5 and 3 but warm up with a set of 10 and a set of 8. Make sure you get lots of protein to eat like steaks and burgers. Also do squats one day, bench press and other chest and arm excersices another day, then do back and shoulders the next day. Make sure you take a break the 4th day and drink lots of water.

1st of all how old are you?
try doing as many push ups as your can with good form (chest to ground and all the way up, with knees and back straight)
then get up and brush yourself off, and when you feel ready go back to your push ups until failure. try this with sqauts, pull ups , dips on a chair and crunches so you dont get any weakspots.
when your only able to do a few push ups thats when you will notice the difference in strength and posture

Well I suggest starting off with four sets of sitting down curls 8-10 reps and four sets of hammer curls 8-10 reps, start off with low weight since you have low muscle. After you can curl about five pounds more then you previously could do, work on more advanced workouts.

Also, I can't swim.

Any advice on learning how?

sorry dude but you cant be taught how to swim over the internet, take some lessons is my best advice, look for them at your local pool, are you getting enough protein in your diet? for strength its low reps and as high a weight as you can manage, id advise getting a gym/workout partner, motivation helps a lot. are you a member of a gym?
