Chaotic Neutral characters aren't exactly as "by the book" as other alignments tend to be. While the other alignments tend to fit neatly into descriptive terms (e.g., Chaotic Good is typically the "Freedom Fighter" alignment, Lawful Evil is the "Dictator" alignment), the Neutral alignments tend to be a little more nuanced, and Chaotic Neutral is the hardest of the lot to pin down.
The positive terms I've seen ascribed to Chaotic Neutral were "whimsical" and "free-spirited", while the negative terms were "impulsive" and "disruptive". A Chaotic Neutral character is relatively unique in that they can play the role of either a hero or a villain, as they lack the outright malicious drives presented by the Chaotic Evil character, while also lacking the moral rigidity that's possessed by the Chaotic Good character. Heroic Chaotic Neutral characters tend to be the characters that will accomplish their job by any means necessary, but who don't relish the opportunity to harm others. Similarly, villainous Chaotic Neutral characters will engage in murder and blackmail in order to accomplish whatever scheme they've cooked up, but are more likely to set out for goals that don't involve such permanent effects.
