Actually, If you're talking about the Fisherman in Gold/Silver just before the Slowpoke cave that has 6 magikarps. One of them is level 15 and knows tackle I think. He could finish up that one to gyarados right quick, then easily share-level the other 5 and have 6 gyarados'
