Why go there instead of the many habited islands that are both self-sustaining in terms of crops and have an extant population?

There are other islands off of Japan like Okinawa and there are plenty of islands in Indonesia and Australasia going south from there too.

It was hard to find one that would fit.
Also, it's a tourist destination (there's ferries out to it) so I don't think Japan would be willing to sell.
