In the Netherlands it's actually quite the offense to not signal while cycling..

Since we have more bicycles than citizens, they're quite important.

Not common, but if your blinkers are out you can use them instead pretty much everywhere...
I think. For all I know different countries could have different signals. But that looks like a left turn to me.
Also, bicyclists use them.

Maybe I shouldn't just leave it at that. I've almost killed people several times, but once it was a cyclist that was on the sidewalk for a few blocks, keeping up with me...then out of ******* nowhere he cuts off the curb and right in front of me in my lane....then proceeds to flip me off and yell like It's my fault I almost hit him?!?!?!? O_O

Well not totally sure about Russian cars, but I know that with most cars, when either the front or rear blinker of one side isn't working, the little light on the dash blinks twice as fast.
