maybe its supposed to give the fuzzy tv effect on feet? since the lego blocks are so close to each other they won't penetrate the foot from 1 point, making it harmless to walk over the carpet

To be frank, this wouldn't be as painful, because the legos are set to be in perfect juxtaposition with one another. When you step on a single lego or many legos that actually do have space in between them, your foot is vulnerable to the jagged edges of the pieces. Basically, the connectors on the tops of legos do nothing to cause much pain.
