Well supposedly there is "magic formulas" they have certain requirements for creating certain potions or spells. But when you compare results versus effort, of ******* course every one wants to be a wizard and not an engineer.

********, it wouldn't all be homework about amazing things like dragons and spells. In fact in the books Ron and Harry are usually complaining about History of Magic homework, where they've got to write two rolls of parchment on goblin rebellions or medieval wizards. If most people were asked to write all that by hand using a quill they'd soon be complaining.
