A) It's Portugal, they aren't exactly known for their thoroughness and follow-through.
B) Selling properties as-is is a very common practice. My uncle, a locksmith, is occasionally called out to re-open repossessed properties. He says usually there isn't much besides trash, but occasionally the new owners find jewelry or antiques.

This version of the story is fake, there is a story sort of like it that is true. The cars in these pics were found at an old farm, the property had been inherited by a cousin or something.

My dad once told me of when he was in the army (British Army, but stationed in Germany), and they ended up opening up 5 different hangars that had been locked up in a field and had recently been bought as army property. upon opening the 3rd one, they found that the thing was FULL of 40 year old candy. They reported the find, and after it was established that there was nothing else in there, they ended up with masses of fruit candies and **** each, which hadn't gone off (they don't, especially if sealed).
