Unless you mean you don't start the next episode if he doesn't say propane...

If he says it, youre free to go right then and there. If he says both in sequence, its the whole episode(also the whole episode if he says neither)

That really annoyed me, who needs a recap after 13 episodes?

Its not that they need a recap, but they are few animators, so they needed the time to get ahead for the next episodes, so they decided to have a recap so they could get better time

The anime is just as good if not better than the manga. The manga's art style wasn't exactly "good", so visually the anime blows the manga out of the water, and in terms of story progression, the anime isn't flying through it either, they're actually taking their time and doing their best not to leave out anything important (They spent like 9 or 10 episodes on the Defense of Trost arc alone, so they cover damn near everything of importance, which is good, but on the other hand some episodes feel like literally nothing has happened because it's progressing so slowly).
