This strategy was already used in the Philippines. Not in just a few bags like that, but in an entire farmland several acres wide. Eventually the authorities found out that farmers were planting pot alongside crops that camouflaged them. The police uprooted all the mj plants, piled them up in large heaps then set them on fire.

The news video of this incident showed thick smoke from the burning mj plants. A blanket of mj smoke covered the area while the police (without gas masks) continued to remove the plants. I've never smoked weed, so may I ask if this could have caused the officers to get high?

If they wanted to then definitly yes, otherwise just maybe depending on how often they failed to take just air to breath rather than smoke
normaly you can inhale the smoke without getting high because someone already inhaled and absorbed the active parts, but from a mass burning all smoke would contain it all they had to do is keep it their lungs to get high
