That's actually false. Go look up a video of it.

You're right in that he was supposed to say that, and I recall reading that he later said that he was nervous and forgot to say it.

In effect, his famous quote repeats the same thing twice: "Man" is used in the same way as "Mankind" and "Humanity" when it is used without an article (a or the) before it, so he's saying "That's one small step for mankind, one giant leap for mankind."
