I thought the dragon born was a descendant, not an incarnation, therefore their can be more than one dragonborn at the same time.

That is correct.

Being a dragonborn isn't a huge deal really. The entire line of emperors used to be dragonborn.

You're not understanding this...
Dragonborn is a vessel for oversoul (A.K.A God head) like all the other dragonborn's are.
You are a deity and have achieved CHIM, But you also have your other personality which is Lorkhan or alduin.
Alduin or Lorkhan is a daedric prince and has been since Talos became one of the nine.
The wheel they refer to is the image I posted below and the tower is when you look at a wheel from the front.
Talos is not a auri-el so he is not a full spoke ( in the wheel) since he BECAME a god.
Making 9 divines and 17 daedric princes.

In the middle of the wheel is God head. In Tamriel everything is nothing but a dream of God heads.

All this is confirmed by the lore master for TES.
