Things tend not to decay if the elements can't get to them. A hotdog at the bottom of a landfill pile can be so snugly compressed by the surrounding refuse that it doesn't age a day.

But the Draugr don't really decompose that much. They still have all their limbs and most of their flesh. They're mostly just desiccated.
