Build a raft will take a day but where are you going to use it? Get a job? this is aimed at teens and unless your 18 its hard to get a job (but not impossible). Visit the sick? why? "Hi I am a random stranger! I hear your sick!" You can study true. but not 24-7 "all work and no play makes johhny a dull boy" Read a book? I read all the time but it can mess with your eyes. Notice a lot of librarians wear glasses? this will take you less then a month... then what? Do it all again? Because **** making friends and getting out of the house right? Who needs recreational facilities when you can be a shut in boring person who has a raft for no damn reason...

^Good point and well made.
To extend upon that, it's true that your town doesn't owe you recreational facilities, but a stimulated teenager is a well behaved teenager. Whether they are bored studying, working and visiting the sick or bored sitting in their front yard dreaming of a local skatepark, teenagers will get into trouble if not stimulated in an appropriate way for their age. They need experiences that will teach them things, not just about how society works and how to be an adult, but all the subtleties and rites of passage that make them into adults. These experiences don't happen at work, they don't happen listening to the sick or elderly whinge about how sick and old they are, they happen when kids are being kids.
I missed out on a lot of that stuff, and I now have major trouble feeling at home in the world, so letting teens be teens is important and so is giving them the space to do so. I'll bet that this Principal had a local swimming hole where he spent his teenage summers, he probably built a raft there, I'll bet also that he met his first girlfriend there, maybe had his first kiss, heartbreak, and many other rites of passage. What would this man be without these experiences? What would he know about life? That swimming hole is now surrounded by suburbs and too polluted to swim in, so where are the kids to go now?
