The doctor would win. Doc has to start his car, then reach 88mph. In that time, the TARDIS would already be gone. Though technically, since time is relative, it would always be a tie.

Not necessarily. The tardis very frequently inaccurate, there is a very really possibility that he might show up a few minutes late. I'm sure there's also something to be said for Doc's Delorean, however, I'm ashamed to say, I've never seen back to the future.

Nope. If you remember, River was able to fly Sexy without a problem, and when questioned by Amy about why the Doctor couldn't, she said it's because he's stubborn and likes it that way. There are several other instances where the Doctor says similar things, but for some reason I'm drawing a blank right now.
