Granted, it's hard to tell at times with a given artists' rendition, but for those thinking something along the lines as how Cyndaquill looks cute as a little mouse, it's supposed to be a hedgehog or porcupine

well, it's name is CyndaQUILL, quills being the proper name for the pointy things on the backs of hedgehogs and porcupines.

Even bulbapedia says it's based off an echidna. Also Echidna do have spines similar to quills. And while it may be true that it has "quill" in its name, it doesn't really look like a porcupine or hedgehog (perhaps the latter, but the skeletal structure is completely different) whereas it has similar features to an echidna, namely the snout.
