The cell grows in G1 phase of the cell cycle meaning that when nurse joy splits she would be younger. (or at least a smaller, midget version of herself)

Nah man, when an adult starts mitosis, she has to retire from being a nurse. She then goes home and prepares herself for the mitotic process. Because you cannot just create more matter, when the parent Nurse Joy splits, she become 2 child Nurse Joys. These 2 new children are then taken into 2 separate homes in other places so they may have different experiences (to make a little diversity in personality). They are then raised by adult Nurse Joys to become nurses (as it's in their genes to be nurses) and grow up into the multitude of Nurse Joys we see today.
