It learns hyper beam at level 61 or with TM15. Still a bad choice, because physical attacker, like Dragonite would do better with giga impact or STAB dragon rush.

Depends on generation. Before special and physical splitup, all normal moves were physical. And this could look like a firstgen fight, seeing as both pokemon are such.
