It's from a movie based on myths or something. Don't quite remember. But it's sadly fake. But it is said that this happened in Russia or some **** . It was a stable that caught on fire, and the horses went wild and managed to get out, and they ran into a river, and the water instantly froze. One theory is that the water was supercooled/undercooled (a state wich the water is cooled below freezing, and some sort of reaction can cause it to rapidly crystalize, I dont know, Im not a scientist, but yeah, you get the gist).

It only happens in sterile and distilled water that has no impurities in it. Thus it would have frozen before the horses ran in.
