SCP stands for Secure, Contain, Protect.
The Foundation doesn't technically have a name beyond simply being "The SCP Foundation." But saying "The Secure, Contain, Protect Foundation" sounds silly.

When speaking specifically about a thing or an entity (ex. SCP-173, SCP-999, etc.), the SCP stands for Special Containment Procedure.

Yeah, I saw it under the title like 5 seconds after I asked. I thought it would stand for something specific to paranormal entities like "Spectral/Celestial/Paranormal" but guess not :(

Sometimes it's referred to as 'special containment procedure' seeing as most of the anomalies need to be contained in a particular way. But that idea was quickly changed seeing as some of the files specifically point out that the anomaly cant be contained, so its now simply Secure Contain Protect as anonymous said.
