I think I actually understood this one.
"It doesn't matter how many resources you have, if you don't know how to use them it will never be enough."

The man had a fire extinguisher and a swimming pool filled with water, yet he failed to save the man from death as instead of extinguishing the flames, he hit the man across the face with the fire extinguisher causing him to fall into the swimming pool. Whilst this extinguished the flames, the man who was on fire died anyway from his injuries, which would have been prevented only by proper use of available resources.
