Halo uses some of the best hit detection out there. and no the bullets do have travel times in the game just not very long... cause they are bullets. They decided to not put drop in cause it causes detection issues in less well connected games.

So does Battlefield 3. Did you know in CoD, if you miss the target by 5mm it still hits them..
