its not the goo (colored water) that is special its the coating on the surface, they covered the outside of it with a super-hydrophobic substance and left the middle untouched, thus the water droplet is attracted to the larger water mass and repelled by the surface thus allowing it free movement

It's not the liquid that's science, the white coating around the liquid repels the liquid, making it so the liquid can't go past the coating. The spray is called NeverWet
