No. At 0 Kelvin there is absolutely no heat present in any molecule. This means that even the quantum electrons would stop to move. A black hole occurs when (in practice anyway), a star first explodes and then collapses in upon itself. It doesn't mean that it has stopped moving or is even that cold (in fact due to the enormous amounts of energy sucked in it is likely to be very hot).
