There are so many ways to do this. You can,

staple each water droplet into the tree with an insane amount of staples
Freeze the water into a staple and use that
Staple Ice to the tree
staple something with water in it to a tree
staple anything organic(having water in it) to a tree
throw the tree in a body of water and throw some staples in it so technically the water is stapled there

Some of these were Ideas I saw below and the credit for those goes to the people who left the comments below but long story short there are way to many ways for people to do this for that statement to be taken seriously.

sure, if you're defining it on the atomic level, then you're right.

but i think we have to assume here that it's not based solely on the atomic level. It's based on everything. And ice isn't the same as water in every which way.

if you have enough staples, and enough time, you can do it.

position each staple so that the tip pushes a bunch of water molecules into the tree. this is technically stapling it.

you just need to do it A LOT

Freeze the water and staple it like that. If all goes well, the ice won't break off from itself, and the staple will keep it tethered to the tree (until it melts off).

If you pour water on a tree and staple where it is flowing, I'm pretty sure some of it will be pushed into the bark. So you don't even have to make such an effort.
