That's the point. If someone says something not inherently racist or sexist to a black person or woman, often times the "victim" or people surrounding them will claim racism or sexism, even though there was none intended.

Yeah, depending on the context. If you say something that can be construed as racist to people you don't know, then it's likely considered a racist comment, and it most likely was. If you say something that can be construed as racist to a friend, chances are it was just a joke, and your friend will treat it as such (even if it is racist).

If you go up to a black person at random and say it, that would be considered racism.
If you've been in a heated debate with this individual and you're nearing the end, you're frustrated, your opponent has been retarded throughout the entire debate, and you finally call him worthless, that's probably not racist.

Just because the person you say it to happens to be of another race does not make it racist simply for that fact.
Even in your first situation, there's a difference between saying "you're worthless" to a black person at random (which is still not racist) and saying "all blacks are racist" (which definitely is).

The likelihood of calling a Black individual 'worthless' at random being racially motivated is high. I wouldn't blame anyone for claiming such a comment was racist. Even if it wasn't, can you really not expect bystanders to think it is, and the individual at the receiving end to feel offended?

I was applying for diversity scholarships at my school because I come from a diverse situation of having my mom have cancer twice. They said that my situation should make it for the scholarship, however it doesn't because I'm still white.

I always can apply for a need based scholarship to just to lose to a minority that will make the company look good.
