He does actually have OCD, his name is Niel Hilborn. The poem was not written with the repeated lines, those are actual ticks. It was written about a girlfriend that was on and off for quite some time due to the difficult of living with his severe OCD. He has had intensive therapy and is no longer with the girlfriend by his own choice.

You can tell with the "Blows out candles" Line where he struggles to stop the tick and continue with the poem.
