how about a proper fallout world....

have it like WoW, epic scale map, maybe use a google map style "you spawn where you live" as if you the player survived a nuclear blast

race selection, - you can play as any of the fallout races, if you go human or ghoul, you spawn at home, (and if youre human and spend too much time radiated you turn into a ghoul) ...supermutants and robots would spawn you at the nearest government building to your house (to say the government had secret projects under the buildings)

make Beastmasters a sub-class available to 'living' races like the humans, ghouls and mutants (ghouls and mutants get a small bonus due to mutations?)
Reavers are a sub-class available to any race (though robots get a bonus due to machines know technology best)

have Alignment on characters to define good or evil, characters with evil rep are classed as 'Raiders'

have gameplay as standard FPS with 2nd and 3rd person views optional, driveable vehicles, food/weapons/tools in the right buildings to be found and used

maybe have buildings destructable, areas hit by weapons capable of damaging the part will break chunks off but can be repaired by any character using a toolkit

like FO2, (and some from the game STALKER) weapons can be upgraded with extra ammo/silencers/scopes etc

I-First off, multiple human races with different possible backgrounds and different racials for better roleplay. (Make the background have a little settimg that doesnt force you into a role i.e. Skyrim)
Shareable world in co-op.
Get married like Skyrim, but actual getting children and not adoption (could be included and add things like progestron which could make you infertile.)
Construction set.
The most important point ALL ARMOUR SEPERATE LIKE MORROWIND AND GIVE ME A CLOACK SLOT IN A GODDAMN FALLOUT WORLD.
Also the whole starting your own faction thing, then making things like super mutant faction gives you reputation and its a superracefactiom, whereas other one race only factions are master race (just for funsies) and perks being awesome and being able to invest.
Learn from Hearthfire, building a house is cool. Building a city/town with your home as town hall is epic. Add labourErs etc and make it like raven rock(morrowind) but more epic. And make the city defendable by faction and trade routes and economy stuff like that.

I personally think the idea of a town would be awesome, I was talking abut just having a single fortified position that you came to in order to receive your missions. But why stop there make an entire ******* town that would be ******* EPIC

well youd be able to get Dogmeat your loyal dog as normal human, but taking any animal youd need to subclass as a beastmaster, and be able to tame most fallout animals except adult deathclaws

I want to see the birth of a new civilization.
Fallout 4 should be about not just the conquests and deeds of one lone wanderer or courier or dweller. it should be about the conquest of humanity itself. Not that "Lets get some clean water n **** " like FO3, no, I mean the development of the humans through the generations through the eyes of many generations of couriers, or dwellers, or wanderers. The rebuilding of an organized government. Factions unifying and becoming one Utopian civilization like the pre-war earth. Combat, survival, reform, politics.Leading to the eventual grassy green and neo-futuristic society that the developers think of. My ideal ending to this long running generation spanning game would be with the beginning of a new earth scorching nuclear war.

well all those things would be in a Fallout version of WoW, like as ive said in a previous comment, map the ******* world and you the player pick what race you are, which defines how you begin the game and how you live in it

the players themselves would rebuild, youd be able to find/repair technology, rebuild buildings, vehicles, etc, ...players would be the new citizens to live in and lead others....

maybe even take the existing countries and rebuild smaller areas into independant nations (kinda like in the tv show revolution how usa became like 6 smaller countries)

I disagree. The reason Fallout 3 was so great, in my opinion, was the lonely feel to it. Wandering the wastes as a one man army made it so much cooler. That's why I preferred Fallout 3 to New Vegas, however NV was still a great game. Fallout 3 just seemed to have a better atmosphere to it. Again, in my opinion.

- A better character customization ability, instead of picking "suits" and "hats" give the ability to mix and match clothing.
- More in depth cause and effect game play. If you choose to take a "negative" perk than people will treat you differently. If you are a super mutant than humans are cautious around you.
-The ability to create your own "faction", gain generals and commanders by befriending companions then getting the companions to recruit lone wanders or even other sub-factions into your factions.
-having wars/alliances with other factions.
-Player cross overs, if you have a previous fallout game then give the ability to become the son/daughter of the previous game character. (and have similar traits, features, allies/enemies, etc. . .)

yeah like in fallout tactics how you gained ranks....
you should start alone, then control a squad then control an army

if fallout 4 includes multiplayer this would be possible, in a kind of battlefield 3 way where you have squads and players spawn on the squad leader....and commanders get special powers

And you can have guilds form among the vast amount of players in the real world. let the player have the choice to pledge him/herself to a guild or try and create there own.
- another idea, the location of the Headquarters for the guild, have the environment play a key role in the choice of HQ location. close to water=better transportation/power but easy target for enemies. also have the ability to upgrade your HQ, but the are requirements (you must have X amount of people/ supplies, gathered from the outside world)
- make it to where all new recruits must go through a rite of passage or a entry mission, and for each level progression they must complete equally difficult challenges. (one that limits the number of accepted members and to helps to prevent people from just jumping in a guild)
-you can also give guilds a free range of motion, the ability to attack and defend any area they have the ability to, and to each its own drawbacks.

And sorry but can the super powered commanders, to WoW-ish. Make it to were the commander has his/her troops to control they have there weapons and abilities and all the commander can do is attempt to control them.

guilds sound good (or use the name Clan)
would be something people could do....get a clan charter from an NPC settlement and use it to mark a building as your clan territory, and battles can be fought between clans for who owns a building

yeah you could find/loot/buy supplies to upgrade the buildings, like barricades, sandbags etc, in the end, a building could change hands a couple times and end up a ************* fortress by each clan upgrading it
of course there would be realism like parts getting destroyed and rebuilt, there would be sewer tunnels your need to protect.....maybe cut power to the building for ******* with the enemy in night raids

maybe also hire npc guards so the place is safe when players arent online

yeah there would be limits to commader powers....no radars or arty etc like BF2....id say more like local area effects like i saw on Battlefield 1918 where an officer could use a 1-shot power to heal troops within 6 feet of him....or like fallout tactics your players got a +5% armor when withing a few sqaures of your main

That is really good actually the power idea and pay NPC's to act as gaurds when there arent any players online.
- and give the ability to set traps for base protection, hell just give the ability to drop traps in the game for when people are chasing after you. that would be nice

well there were a ton of traps in fallout tactics

have them visible to only clan members of the clan that placed them....and enemies have to have a certain skill level in traps to detect them
- different level of trap skill needed for each different type of trap, so some enemies might still get caught by traps above their level

When designing something like a MMO you have to analyze every possible what if. . .
Could you obtain a super power that dominates the game, and how do you deal with such a super power? simply put do NOTHING let the players figure out a way to either remove or over power the army.
- Another thought. Once a player dies, cut their armor and weapons rating in half until they can acquire a work bench or repair shop to fix it.

Well i can see sticking to tradition but think of the possibilities.
You could choose to be a super mutant ok here are he positive and negatives
-positives- -negatives-
-you are a tank -slow
-bigger weapons - need more time to reload
- intimidation to other NPC - harder to gain companions

Give every possible race it's advantages and draw backs then the game develpos a closer bond creating a higher replay value

Technical:
- They should invest some money and time in a solid movement- and aiming-system for a change.
- Better performance. No matter how high the fps ... Bethesda games always seem to suffer from lags and freezes and so on.
- Test scripts.
- Test locations.
- Just test everything.

Atmosphere/Gameplay:
- Fallout. Just leave it as it was and is with new content.
- Vehicles actually would be cool. If the vehicles were just fast enough to travel the whole wasteland without fast travel it would be perfect.

I found it odd how forever alone the lone wanderer was when I played Fallout 3. Some woman practically threw themselves at him and he never said much of anything.

I guess the annoying thing about the vehicles would be that you'd have to return to them after exploring for hours when you could just fast travel. How about it doesn't take as much fast travel time if you have your vehicle set up or something.

i think in a fallout - based world, you'd have a number of the inner states where the farms are, where nobody would really give a **** to nuke

would be good places to get food to boost health back up and you'd probably get players making good business going to the trouble of going out to farm states then back to cities to trade food for other quipment
