There are a massive amount of programs that you can use to play online with other people Not DDO, if nothing else works you can look online for something that works.

Check out FantasyGrounds II. An online table top program that works beautifully with skype/ventrillo. I've been using it for years. It takes some patience to find a group you can work with, but when you do it is a beautiful thing.

Im in Milwaukee too, unfortunately my group is full, mostly my close friends who probably wouldn't be super excited about someone they have never met playing with them, sorry man, though let it be know that there is D&D happening in the North.
