The answer to your question is simple: Angel will move closer, because it must look away from Silent in order to forget the encounter, not the Silent one.

This question is retarded as well.
The Tenth Doctor explained this, and it leaves no wiggle room.
When they are being observed, they become "quantum-locked", occupying a single position in space and becoming stone. They cannot suppress this reaction.
This means that no matter how the Angels are being observed, and no matter what it is that is doing the observing, they are physically incapable of motion, and turn to stone.

but if you remember when amy and the 11th doctor are in that one place with the **** tons of angels, amy couldn't see at all, yet the angels had turned to stone even though nothing was watching them, then when they caught on that amy couldn't see they started moving..

with that information, it's fairly logical to assume that the angels control it and it's not an automatic reaction

With that information it's safe to assume that it's both. While yes, after they realized that Amy couldn't see them, they began to move again, it's not like they engaged in that behavior in the presence of one who could observe them. I think that it can be assumed that the "quantum-locking" is a biological function of sorts, and is an autonomic one. Much like our own autonomic responses can trigger in situations in which they aren't useful (Like our heart racing when we're nervous in a social situation) the angels' quantum lock may trigger in the same manner, and much like we can calm our own autonomic response in some roundabout way, the angels can as well, so long as they aren't actually being observed.
