They might be related, but they are not the same person. Jenny can't regenerate in the same way the Doctor does, as she is only able to regenerate internal organs. This eliminates any possibility of her looking different and having her memories erased. It is entirely possible that she travled to a point in Earth's history with a clone baby made in a loom like her, since we know that there are more methods of time travel than just a TARDIS.

I don't think it was really even a regeneration. The energy she let out looked a lot like the terraforming gas, so I just figured it was that. If it can create life, why not repair it?
