Yes, you go back in time and they feed of the energy of a life that you can no longer live. Strange enough that means that the weeping angel won't be able to see them again, because they are still in this time, and the person they loved is now in the past.

But then, that made me think... In one of the episodes it seems like the angels can choose when to send you back. They had that hotel and just kept people in the little rooms and constantly fed on them until they died. Does this mean that maybe they can choose if they send people back in time or not? Or, at least, if they are able to control when they send someone back to?

Weeping angels are statue creatures that can only move when they're not seen by anything, as soon as they're seen in any way they turn to stone. The way they live and get energy and hunt, etc, is by touching their prey when they aren't looking which in result sends them back in time so they can feed on all the lost years their prey coul've lived out.

Reminds me of Eros and Psyche just a tiny bit. They could touch and talk ONLY in the dark because psyche,a human,was NOT ever allowed to see his face.One night she took a candle and shined it over his face. A drip of wax fell on him,and he woke.He immediately flew off and never returned again...True story.
