you make a very good point. evolution wise however It seems much more likely that natural selection would cut out a creature with a weak heart and allow for the procreation of ones with one good heart rather then simply have two hearts. secondary organs are great but they usually lead to serious complications such as . my only theory for this is that gallifray had weak gravity but very rich air which would allow for smaller and faster heart(s)
