what affects poise im levlel four hundred and i have my endurance strength and hp all at 99 but i still get knocked back

Heavy armour gives you more poise.

Ragnablast is right. Poise is based off of armor. Havel's has the highest of any other set.

im wearing havels armor and his great shield and i still got knocked back a bunch by dragon slayer arrow silver knights

Oh, those break poise no matter how high yours is. You should be rolling through those.

ive been going up to them with my shield up so when they swing there sword at me they get knocked back and fall of the buttress

Yeah that works maybe 1/100 times. Best method I've found is either poison arrows from afar and wait them out, or ring of fog (which will allow you to get pretty close before they start firing). If you don't have either, try and run up to the first section and wait for them to stop firing. After they stop, run up the next section and up to the archer on your left. have either fast-roll or mid-roll and roll through his arrows until he draws on you. Parry/riposte him off the edge and get out of there before the other hits you. But if you can knock them off that way, more power to you.    
P.S that is one of the most frustrating parts in the entire game.

I really miss playing this game for the first time, I miss the learning experience and going online to look for a guide or finding things out by myself, because now I just run up to them on ng+9 and kill them almost instantly, now I wait for dark souls 2, and pvp because theres nothing else to do.
