I get what you're saying, but the government is in no way the same as a family household. I think this is a pretty unfair comparison.

I think the point is to put it in dollar amounts that people can actually understand. Case in point, when the story came out that Samsung paid 1 Billion in nickles to Apple in 30 Trucks, people didn't realize right away that it would nearly take 100 times as many trucks to carry that many nickles. It's because they have no idea how much a billion really is.
